A joint team of Manam Applications Ltd and GIV Solutions Ltd was invited by the Shanghai Municipal Road Administration (SMRA) to conduct road surveys of a pilot zone in the city of Shanghai. The 1st visit took place in November-December 2015 and lasted into 2016. The survey of pilot zone included urban areas, and inter-urban roads. The PMS main procedures:
1) Inventory pavement conditions, identifying good, fair and poor pavements
2) Assign importance ratings for road segments, based on traffic volumes road functional class, and community demand
3) Schedule maintenance of good roads to keep them in good condition
4) Schedule repairs of poor and fair pavements as remaining available funding allows
